Helen Moule
Freedom to Speak Up Guardian
Helen started working in the NHS in 1989 in the Medical Records Library of Salisbury General Infirmary. In her years since then she has been a medical secretary covering most of the specialities within Secondary Care and a Team Leader. In 2018 Helen moved into Primary, Urgent and Community Care. Helen became a Freedom to Speak Up Guardian in August 2020. Helen’s passion is for service improvement for patients and for staff. Helen is very keen on supporting a positive culture within organisations so that everyone feels comfortable to raise issues.

Anna Morton
Service Founder
Anna is a highly experienced and accomplished professional in the field of healthcare management. With over 20 years of experience, she has gained a deep understanding of primary care and the wider NHS. She has developed a wide range of skills that allow her to excel in her field, these skills match the key characteristics of a good Freedom To Speak Up Guardian:

Anna is dedicated to creating a culture of openness and transparency within organisations, where employees feel comfortable and safe to raise concerns without fear of retaliation.
Throughout her career, Anna has held various positions, including Managing Partner of a GP Practice, Director of urgent and community care services and pharmacy, and Specialist Advisor for CQC, where she has led teams, managed projects, and delivered results. As a result of these positions, Anna has a wide range of experience in Speaking Up, Listening Up and Following Up.
Anna holds a master’s degree in Public Health and has professional accreditation as a healthcare manager and Freedom to Speak Up Guardian. She continues to stay up-to-date with the latest trends and developments in Primary Care by attending conferences and networking with industry leaders.
In addition to her professional achievements, Anna is also a dedicated member of the community and is actively involved in Salisbury Rovers Football Club. In 2022, it was the only grass-roots club that puts children first and foremost, prioritising the development of the individual. Their voices are always louder than the adults. It’s a great way to embed the importance of Speaking Up.
